Consumer Commission versus the CCPA: Adjudicator and Regulator Compared
The 2019 Act runs on two engines that students persistently confuse: the Consumer Commissions, which decide disputes between a consumer and a trader, and the CCPA, which regulates the market for consumers as a class. They share a statute, a vocabulary and often a target, yet differ in function, trigger, procedure, orders and appeal. This note draws the comparison and then shows how the two engines work together.

2. The Two Engines Together
- Different questions about the same wrong: a misleading campaign asks the Commission 'what does this trader owe this consumer?' and the CCPA 'should this advertisement exist, and at what price?', the same facts, adjudication versus regulation, and both may answer at once, each on its own standard.
- The CCPA inside the Commissions' world: the Authority may file complaints before any Commission and intervene in pending proceedings (Section 18), bringing the investigation's product to the adjudicator; and the complainant's private case is often built on the CCPA's public record, the recall order, the penalty, the investigation findings.
- The Commissions above the CCPA: appeals from Sections 20 and 21 orders lie to the National Commission, so the adjudicatory arm judicially reviews the regulator, the hierarchy that keeps the two engines in one machine.
- Where each is indispensable: only the Commission compensates: the CCPA cannot award the consumer a rupee of damages; only the CCPA acts without a victim willing to sue: the diffuse wrong, the unsafe product not yet litigated, the influencer campaign, are its field, with penalties and bans no private complaint yields.
- The third sibling: the advisory Councils complete the triangle, Councils advise, the CCPA regulates, the Commissions adjudicate, the one-line map of the Act's institutions.
